You’re almost perfectly describing Parks and Recreation. The shortened first season isn’t great but after that it’s perfect.

My apologies for bringing insane US politics into a non-political post but I saw an example of this just today.
The Good Place went the other way. NBC and the fans wanted more but Mike Schur and Greg Daniels (The Office, P&R) kept it short and sweet. Didn’t overstay its welcome and went out when and how they intended.
